The EU LEADER 2030 project, coordinated by the ERCI - European Railway Clusters Initiative, aims to strengthen the resilience and strategic autonomy of European supply chains for the rail industry, particularly with regard to raw materials, components, and key technologies. Through analyses of structural dependencies and concrete industry- and policy-oriented recommendations for action, the project seeks to build more robust and innovation-capable European supply chains. This also includes securing access to raw materials.
On this basis, recommendations have now been derived to increase raw material and technology sovereignty. The report “Intelligence Analysis And Recommendations to Deliver Europe´s Rail 2030”, which outlines recommendations to enhance the resilience and strategic autonomy of European supply chains, shows that Europe’s rail industry will be significantly at risk by 2030 due to dependencies on critical raw materials, semiconductors, and geopolitically fragile supply chains. In order to continue implementing innovations, the report recommends greater resilience through diversification, the circular economy, technological substitution, cross-sector industrial cooperation, and a stronger European raw material and industrial policy.
Alongside the publication of the report, an online consultation is being conducted until 28 February 2026, during which you can review the report and contribute further recommendation to prepare the European Rail Value Chain - both as a coordinated system, and at individual company level - to reduce the identified risks, as well as to strengthen raw material and technology sovereignty. Since many components and technologies are cross-sectoral—just like raw material security itself—it is worthwhile to engage with the report from the perspective of your own portfolio and to submit recommendations.
